File a noise complaint. A lot of places have quiet hours during those times and you can get someone with a bit more authority than you to tell them to turn it down. Guaranteed you aren’t the only one they’re keeping up.

i’d be pounding on the door and tell him if he has a problem w being quiet at these quiet hours he can find somewhere else. other than that, make ur own noise when he’s sleeping.
