keep in mind i can be heard because my window is open and it's around *1pm* on a *friday* they argued that because our upstairs neighbors are loud at night that we shouldn't care... as if they're the only neighbors... btw the neighbors very very rarely wake them. neighbors are above *my* room. she mainly doesn't like that it disturbs our tv watching sometimes and she literally screams hateful stuff at them for it (like "they should die!") do we respect sleepy time or not? i'm confused

If you haven’t already, you need to sit her down and explain to her that whatever noise the neighbors are making is nothing compared to the amount of noise she is and also screaming expletives where kids can hear them is not okay. I would also explain to her that screaming that they should die could be considered a death threat and could get her in serious legal trouble.
