My roommate has 2 dogs that they won’t restrain, they jump and have bit my friend and are aggressive to other animals. I tried to get moved to a different unit and they said they had none. Can I break my lease to move somewhere else without having to pay

If the dogs are aggressive enough you may be able to use that as reason to break the lease penalty free because of safety.

It really depends on your local tenant laws but the fact one of the dogs bit someone should be enough.
