It depends. Is you partner going to be back before family leaves? If yes, then yes let the know. As someone who works in healthcare, i immediately strip and put clothes in the wash as soon as I get home so it would be nice to have a warning of other people there.

Just let them know just in case they come in bugging out about their day or saying something crazy. Next thing you know they walk in the kitchen and get super surprised by you and your parents chilling

Sending a quick text won’t hurt anybody. I don’t think you should necessarily ask for permission but more so like a heads up. Communication is important in all regards.

Yes I would tell them even if I’m not home at the time because what if they come home and become suspicious because there are signs someone else was there

If they’re your SO, why aren’t you just letting them know what’s going on? It’s not a matter of needing to, but it feels like it’s such a minor courtesy that it would just already be a given that you should keep him informed.
