File some noise complaints on her and just start doing what you need in her room. If she tries that “but I’m sleeping” crap again tell her you know she’s capable of sleeping at normal hours so she can either do that or get earplugs cause it’s your room too.

You should be able to file it anonymously. Also the people responding should never be giving that information out so barring incompetence she’ll never know

That’s a question for your campus security as that can vary somewhat between schools
