My issue with this is (at least the way it’s phrased in the post) that the roommate is intentionally getting naked in front of OP despite being asked not to and using “we live together” as an excuse to continue intentionally getting naked in front of OP.

I’ve lived with many different people for long term and guess what we didn’t see each other naked when we agreed not to be naked around each other it’s common decency to have boundaries with roommates
