First, talk to your neighbors if you haven’t already and try to determine if this is something he encourages or if he wants them to stop too. That will determine whether you should just ask that he trespass them or if you need to get the other neighbors in the complex to all file noise complaints and have them trespassed by the complex management. Either way this sounds like it’s gone on long enough to warrant the cops being called.
