Exposing yourself to strangers implies that you took off your clothes as a deliberate act of revealing yourself. That’s not the same thing as being nude. Although hardly anyone actually does it, Boulder, CO is legally a topless city. The law states that you must leave your residence already topless, so taking off your top in public is still illegal. Exactly. Context is so important and American culture teaches its citizens that its conventions are supreme and that its context is the only valid one. That's how the US managed so stay centered around lacking autonomy. American society operates on implicit consent, aka consent by participation. This is why nudity doesn't work in the US. There's no true consent. The problem was never nudity. It was institutions.
