Are you skinny? Boobs tend to be proportional to body weight. And yeah it could also be genetics.

i’ve been fairly happy with other effects, i feel softer, my skins cleared up a bit, and my figure is pretty damn good. my boobs are just small. if they were like this forever, it wouldn’t kill me. it’s actually pretty convenient to be able to hide them with baggy clothes, and they’re still clearly visible if i wear tank tops n shit

It’s also puberty, so it’s going to take years for everything. It’ll come down mostly to your genetics more than anything else. Also, while some folks will share the “compare to the cis women in your family”, don’t. It may be true for some people but is not a given. Comparison will just weigh you down. You’ll get to where you get, and then there’s avenues you can take from there!

You can always try progesterone or a breast aug down the line if small boobs is a dealbreaker for you but lots of women have small boobs and you seem to be rocking it

progesterone in birth control with cis women (decently sure it's a lower dose than would be given for breast growth though) can sometimes cause boob growth so it could be hormones as well as diet.
