if he made it clear he's doing it as an ally then sure, but cis femboys are not trans and are not of our community.

assuming a femboy isnt trans (or at least genderqueer) bc of appearance/label is wrong. I myself was a genderqueer femboy for a while, and I still sometimes call myself a non-binary femboy. that said, cis femboys can be allies, but they’re not trans.
