Theyre saying binders are medical devices that are not properly registered with the FDA. "Your firm should take prompt action to address any violations identified in this letter. Failure to adequately address this matter may result in regulatory action being initiated by the FDA without further notice. These actions include, but are not limited to, seizure and injunction."

If you go on the FDA website you can see the warning letters. All of the ones from 12/18 or 12/16 are to binder companies https://www.fda.gov/inspections-compliance-enforcement-and-criminal-investigations/compliance-actions-and-activities/warning-letters
