Who is they? This is talking about any of them. Russia, Pakistan, Israel, North Korea, etc. And in the scenario we’re describing, the nightmare isn’t as much a state/state nuclear exchange as it is nuclear weapons & material falling into the hands of extremist groups or rogue military leaders. Instability itself is the enemy when it comes to nuclear powers
