That is the general consensus from authorities but they haven’t really found a note yet I think

Interestingly, a mass shooting requires 5 or more, so this technically doesnt doesnt count. I wonder if this was a targeted revenge killing or similar

Allegedly there was hate speech on the side of one of the guns and a note that had “hate filled messages”. But none of this is confirmed. Granted, I also don’t think anybody shoots up a Mosque or a Church without intending for it to be a hate crime.
