I mean plague is extremely easy to treat with antibiotics. And the bubonic plague is already a thing here, you get it from rats in New Mexico

Plague naturally occurs in the marmots native to Russia and it jumps to humans from time to time. As long as this is natural plague its NBD, antibiotics will quickly solve the problem.

The Soviets figured out how to aerosolize smallpox back in the 70s. I think they have better options than plague

Trying to? They almost certainly have already created it. Actually they’ve figured out how to make it so that receiving antibiotics causes you to undergo an even more horrific death in order to destroy trust in the medical system. They also figured out how to make it several orders of magnitude more infectious and have it initially give you euphoria so that you socialize and spread it.
