to front security (the money earned or lost from the implementation of the bill) while making the initial injunction

heres an example of how this loophole could be used (not saying he’d do this, but itd be legal) he could write an executive order saying Maryland has to pay an extra $5M in a tax, but if a maryland judge tries to fight that/take it to court, they cant start the proceeding unless they themselves front the $5M first
