I actually agree with this, if I may add on this, you should add a ‘Romeo and Juliet’ clause that states in order for underage marriage they must be able to prove they’ve been together for some amount of time

If they’re teen parents, being married helps them qualify for government benefits, especially if they’ve been legally emancipated from their parents. They’d also have to be married to get each other’s work benefits if applicable. So perhaps the exception for emancipated teens are the only ones who can apply for marriage?
