No, that’s not what he said. Yes minimum wage is meant to be for those just starting out, but he specifically said it’s not meant to be liveable.

If they work the bare minimum to be considered full time and put in poor job performance, then they should still be able to earn an amount that can allow them to survive in life. If they’re slacking heavily and showing up high then they can find a different job that is okay or willing to help them change, at a still living wage.
