Yeah I really think that’s still up for academic debate. Responsible for the death of thousands of innocent people? Yes. Should be held accountable? Yes. Genocide? Probably not. Still bad, it doesn’t need to be genocide to be bad.

Hmm seems to me a country that kept another country in an oppressive apartheid while systematically conquering and terraforming the lands then receives the expected violent blowback from their actions then decide to completely level the rest of the lands. Sounds pretty genocidal to me
