He is the commander and chief of the military, it doesn’t matter what congress says. Congress only has the authority to declare war, trump and any president can bomb whoever the fuck he wants whenever he wants to because that’s his job. Biden should’ve unilaterally re-entered the deal in January. His failure directly led to what’s happening now.
