Additional context- this bill would continue to fund the Arkansas Valley Conduit (AVC) that was planned to provide clean water to the lower Arkansas valley in Colorado. It would provide water to an estimated 39 communities totaling around 50,000 people. While the AVC was initially approved in 1962, it was not provided enough funds to start until 2020. That 2030 funding was used to finish logistical planning, construction started in April of 2023.
