Idk I’d argue that we haven’t had someone this unwell in office for a long time, especially not someone with as few human guardrails to keep him in check as this president has. If it were ever to happen It’d happen under him

Biden didn’t have much energy, and was clearly a tired old man. He never threatened nuclear war while clearly mentally incapacitated.

He had issues for sure but they mostly resulted in poor public speaking and forgetfulness which is pretty obviously a different dynamic than someone throwing around the threat of nuclear war after showing that he’s unbothered by bombing schools and other civilians. Not really similar in the risk of doing something stupid way, especially since Biden surrounded himself with relatively sane actors who he listened to
