Civilian and settler both have dictionary definitions you can find. I can’t keep spelling out every little thing for you. Settlers represent people who travel to an area in order to establish a new community. A citizen is someone who is a member of that community. I think the people who intentionally take over Palestinian territory and settle there are monsters. I don’t think people who simply live in Israel are by default evil
