I should’ve added context: the appeal is based on the fact the NPA they gave Epstein says “if Epstein successfully fulfills all the terms and conditions of this agreement, the United States also agrees that it will not institute any criminal charges against any potential co-conspirators of Epstein”. The dispute is over whether “the US” means all of the districts were bound to this instead of just the Southern District of Florida
