It was CNN. He was asked about legal challenges to of troops in Portland. Miller, when explaining why Trump doesn’t have to listen to the 9th circuits decision, said that the president has “plenary authority”. Then he stopped talking but was still blinking and swaying. He either realized what he said or someone in his ear told him to stfu. CNN, instead of pressing that response like good journalists, chalked it up to technical difficulties and redid the question
