While I agree with the sentiment, I think there’s a problem here. That’s tantamount to declaring secession. If a state doesn’t uphold its responsibility to the union, it’s permitting the union to break their responsibility to it. The union of states is a contract between levels of government (aka the Constitution). By refusing to send their money that’s basically declaring independence from the remainder of the United States of America.
