I mean Abraham Lincoln approved executions for natives defending their land from American settlers breaking their treaties and also started the war draft

Almost all presidents are criminals, it just depends on what good they did in comparison to the bad. FDR, to his credit, did a lot more good than bad. Not that it excuses the bad, but it does explain his ranking historically
