Because Trump isn't getting what he wants and congress would like to extend the American Care Act which millions of Americans have healthcare with, while him and the republican party want to get rid of affordable healthcare for Americans while building himself a new ballroom and giving 40billion to Argentina or whichever country. No doubt that they want to dismantle the ACA because of big pharma paying him a shitload of money, of which Trump has made 3billion through conflict of interest

Government purchases, such as him buying construction companies than giving his own company a government contract, without even hearing other companies bids since he doesn't want a lower price, so his company makes more money
