Fighting a war in a foreign country is very different than fighting one at home. Those who control the country’s resources and infrastructure will have a huge advantage in neutralizing the opposition, and all that will be left are factions of militia scattered around the country. In a scenario like this, OP is right I think. You’re not gonna outdo the govt. Organization and coordination would make a bigger difference than firepower against a tyrannical govt

I mean the U.S. was basically winning on who killed more, but who knows what would have happened if the U.S. war machine was independent from the political pressure

Without the political pressure we would’ve burned Hanoi to the ground like what Israel is doing to Gaza and occupied the north, and the cost of that would’ve made it not last long

The idea was to stop communism there and only way to do that is to station troops there forever or just kill everyone, neither thing was possible so it’s unwinnable
