imagine the test could only be failed if you tried it, and you could only try it if you had a pencil. It would be ideal to only give students who knew the material pencils, right?

Bro what? Who’s deciding whether someone is deserving on a pencil in your analogy? And how? Wouldn’t that alienate some people from ever having the chance to pass the test? Yes I think we should have better controls. But it shouldn’t be by limiting accessibility. It should be by increasing education and resources. (The solution backed by criminology.) I guess in your analogy it would be equivalent to offering tutoring and counseling. Maybe handwriting lessons too.
