Panama is like a tax haven for ship companies, there are a lot of Panamanian flagged ships owned by operators in other countries

Yeah this could be literally anyone. Not that Trump cares though if it is Panamanian. A few months ago he was threatening to invade Panama because he randomly decided he wanted the canal back.
