Given the rashness of trumps actions, 100% yes. These are not deals and policies he’s enacting. They are direct attacks that have immediate effects. When economist and politicians reference a slow effect from administrative actions they mean like obama’s econ policies that helped the trump admin or the chips and sciences act w biden. They by nature were going to take a while before we saw effects
Congress doesn’t serve the president and doesnt have to bend to his every whim. Trump also has majority republican control of congress and SCOTUS. if he actually was interested in helping the economy he could’ve easily done it by now. He doesnt need to be treated like a king to enact meaningful legislation

But if you knew how gov works things work congruently and if trump wants to pass certain things it has to go through people. But even if it’s good for Americans dems don’t want trump to look good and they won’t help him get it into action. Oh and also, the bill literally does cut medicaid, because it slashes the part of the budget that goes towards medicaid and the way medicaid is set up legislation that if not enough funding is allocated it has to stop.
