If they shut it down doesn’t that technically mean it now doesn’t need to be passed by congress

Yeah, but the main idea is that Congress has the power to force the release, which means that if Johnson is threatening to do this, there is a chance it might actually work.

No. They still have to vote on it as a totality. It’s worse for them tho because the more news that comes out abt trump will make the files look tampered if his name isn’t in them.
