Yeah, the mercenaries were gonna kill a bunch of people, masked and geared up in shit mirroring the Venezuelan military or drug cartels, at which point America would blame Venezuela, and by the time the attack could be investigated and proven not to be committed by Venezuelan operators, the war would already have started.
