That is a fun one, didn’t know that. What’s the background there? And is that to say that we couldn’t help France if they suffered some sort of natural disaster or went to war and needed aid?

France has signed the NPT and is considered a nuclear weapon state, one of five, so Glenn doesn’t apply (which applies sanctions if a non-nuclear weapon state does a test. Israel is likely to have done a test, see the Veld incident.)

The Symington amendment is related to supplying enrichment tech without IAEA safeguards. France actually ran afoul of it for supplying Pakistan briefly. It applies to both import and export though, so would probably apply to Israel.

France ended up canceling the deal with Pakistan. (Although really it was Pakistan that took the hit- their aid was cut off for about a year.)
