They want to criminalize homelessness, why else spend the money for hostile architecture instead of solving the problems? Why else increase the penalties for homelessness while it literally isn’t even their fault. They want us to be poor and powerless so that they can be rich and powerful, they see the cumulative power of the masses as a threat to the elite and this is literally trumps ultimate plan, a greedy money and power grab at the end of his miserable life
