NYC (and probably NYC) got much more tax revenue than they initially projected, but the first two years of this pilot program is funded by NYS

Currently NYS. Hochul says it’s coming from existing revenues for the first two years (2k kids and then 12k kids)

The cost is steep but studies have consistently shown that the ROI from investing in education in early childhood is huge. Decreased crime and dependence on welfare programs
