The ship is Panamanian-flagged, so unless it’s falsely registered there, I think it’s basically sovereign and they can’t do much. This is a violation of international law regardless of sanctions

Port of registration is different from a ships home port. Carnival cruises sail under a Panamanian flag but have home ports all over the US. I imagine this is something similar

They’re only subject to US laws while in US territory. That’s why they don’t need to pay their employees US minimum wage and can have casinos
