Yeah that’s the job of the government. Markets are good at allocating resources but bad at handling externalities which is where the government steps in and regulates the externalities.

There’s regulations that they’re fined if they don’t follow but their ultimate LEGAL responsibility is to make money for shareholders. Fines are simply the cost of doing business, nobody gets in any real trouble
