Clearly you don’t know ball, the VP would clearly be Silvio Dante, considering Sil is Tony’s consigliere and becomes acting boss when Tony is hospitalized

It was a strategic choice, Silvio is too serious and polls show that he might have hard time connecting to swing voters. Tony opted for the more social, grandfather like paulie to boost ratings
