AB 1331 passed the California Assembly 61–7, with all seven “no” votes coming from Republicans. The final bill prohibited employers from using workplace-surveillance tools to monitor workers in bathrooms, although California law already prohibited employers from making audio or video recordings of employees in restrooms.

Earlier versions of AB 1331 were much broader and faced opposition over workplace security, investigations, and compliance concerns. The bill was significantly narrowed before the final vote, but those seven Republicans still voted against it; the vote alone does not establish why they voted no or that they supported bathroom surveillance.
