True, but I saw a biker going 5mph fully in the vehicle lane, actively holding up traffic, and for the first time I understood.

Unfortunately that’s kinda the issue with being a biker in my state is that you have to be aware of these things… cars will be aggressive to you for holding up traffic for 2 seconds, so try to get out of the way ASAP. Difficult though since my area has “bike gutters” or just nothing. No bike path…
