I don’t think his economic policies have done much about the migration of white collar jobs to foreign countries. Mostly blue collar jobs that produce goods, not white collar jobs that usually sell services

Exactly it's both parties. Neither cares enough about the working class to actually pass regulatory policies that benefit working people. And their dumbass voters don't either or they'd vote in primaries for candidates that actually give a fuck about existential threats like AI and climate change.
