Because the average person who watches Fox News & other conservative outlets is being told a bunch of lies about the bill. They are being told this bill is a win for the working class & that the Dems are just lying because they hate America & the middle class.

the median voter is literally incapable of independent thought. they vote basically on name recognition, they have no understanding of who the candidates are, what the issues are, what the candidates policies are.
