If i’ve read the map at votingrightslab.org correctly, then AK, AZ, CO, HI, UT, and VA accept a “recent (within 90 days) utility bill”, bank statement, or other item that could be found in someone’s trash as primary id. More states accept them as secondary ID, to corroborate other non-photo-id
