They are one tool in an entire toolbox a government has wrt economics and foreign policy They can help revitalize industry if done correctly, which can be good if for example. China decided to cut off trade with us and then we are screwed

Ehh, I think most research has shown that tariffs are a relatively bad tool of industrial policy. When most governments enact them it hurts productivity growth. For those looking to revitalize the economy I think we are much better off looking at research subsidies or expanding our network of national labs.
