It’s a vague deterrent. He doesn’t specify if they’re nuclear-powered or carrying nuclear warheads. The last time Russia had a sub near the US was the one that was doing training with Cuba. We knew so much about it that we even knew it broke down and needed repairs while in Cuba.

The idea is that we know so much about Russia that if a sub is close, we know everything but what they’re having for lunch. Meanwhile, Russia doesn’t have much of the capability so we can kinda just surface and go “yo” and spook the shit out of them. They don’t even know for certain if we’re actually off their coast, and if they never picked us up on radar then it’s an embarrassment
