At minimum, regardless of your stance on the NFA itself, pretty much everyone would agree that the SBR/SBS rules were pretty nonsensical and needed at minimum pretty major changes to make them actually self/consistent/make sense. Removal is a choice in that vein for sure. I’m not sure the previous NFA rules could really be modified without introducing lots of issues.

Honestly I'm pretty sure the only reason the judge ruled on enumerated powers instead of the 2A merits is that the NFA would have fell in its entirety to the 2A merits
