Im not super educated on it but it seems like it’s the National governments that can’t get along, I think if the EU parliament was empowered it could get things moving, but big money interests along with national pride get in the way. Also you’d think with russia breathing down their neck and the US all but outright being a Russian puppet they’d have gotten their act together

germany declaring war on literally every world power doesn’t ring a bell? napoleon? sure the taiping rebellion was a much larger mass casualty event but europe has had a continuous history of bloodshed up until very recently. the sheer number of wars outweighs any other continent, because they like warring between their little fractional back water kingdoms since forever.

Europe has well DOCUMENTED history of war my friend, something other continents are not as particularly consistent within. Also, wherever there is consistent documentation (I.e. China) there is likewise consistent patterns of war
