Ahh, you’re right. I didn’t realize all requests ultimately go to the president’s desk after FEMA does its own evaluation and provides a recommendation. I can’t seem to find FEMA’s recommendation. Perhaps that’s not made publicly available.

David Richardson has been on the job for like a week or two after working somewhere else in DHS related to controversial weapons IIRC. He just replaced a guy who disagreed with the admin on FEMA’s dismantling
