It’s essentially unenforceable and would in reality hurt more than it helps. But it’s a tempting idea.

No that’s pretty much what I’m theoretically advocating for.
I wouldn’t if someone actually tried implement that, but if I was grand pubah of the universe, it’d be tempting to consider state mandated abortions for those below a certain (very young) age.
